Job Scope:

• Control and manage job function of Health, Safety and Environment department.
• Set up and control yearly working plan and department budget.
• Control, manage, eliminate risk in company. (Hazard identification & Risk assessment program)
• Manage environmental aspect identification process and set up EMP.
• Implement, maintain, develop SOP/WI and regulations in concerned of Health, Safety and Environment department.
• Define requirement of safety & environment legals in compliance with the company, including maintains dialogue with Government Agencies.

Responsibilities:

• Control and manage job function of HSE department following Thailand legal’s requirement.
• Control and manage job function of all sub-ordinate under control of HSE department.
• Set up and control yearly working plan and department budget.
• Control, manage, eliminate risk in company. (Hazard identification & Risk assessment program)
• Analytical factor that may induce to risk or the violence effect in company, including to review the MOC program (management of changed) with concerning department.
• Maintain IEE/EIA program. All of lead project proceeding, review the important topics in report, maintain the prevention measurement, control factory action under IEE/EIA commitment, and follow up the monitoring program.
• Establishment and manage environmental aspect identification program, including to induce to set up EMP.
• Identify the factory process that may induce to environment effect including to problem of environmental pollution control (Air emission, Water pollution, Industrial waste) and set up the suitable to manage them under the legal.
• Implement, maintain, develop SOP/WI and regulations in concerned of HSE department.
• Define requirement of safety, risk chemicals, hazardous substance, and environment legals in compliance with the company, including maintains dialogue with Government Agencies.
• Coordinate with concerning government (DIW, IEAT, MOD, WHA, Sekisui group and etc.) of high potential issue about safety, environment, risk chemicals, hazardous substance and military gear equipment.
• Initiate HSE auditing system and manage function job to sub-ordinate for complete the compliances.
• Audits and inspection workplace conditions, proceeding this through coordination with outsource, or with the institution registered and recognized by the concerned authority.
• Set up company emergency plan (emergency response and evacuation plan), define the emergency team and set plan for emergency exercise in yearly periodical.
• Review and set up important training program concerning with safety, health and environment for the employees.
• Set up safety and environment program to motivate employee’s awareness for best practice in safety and environment issue.
• Analyze and investigate root cause of non-conformity, accident or incident and potential danger, including perform the preventive / corrective best solution with concerns department.
• Manage and maintain the security system in company, including control the performance of Security Guardsman team.
• Identify hazard, near miss, unsafe action, unsafe condition, and risk component in company.
• Coordinate with concerning section for performing the elimination program or preventive/ corrective action to eliminate or reduce risk in company.
• Training employee / subcontractor about HSE regulations, work permit, topic concerned HSE.
• Patrol, audits, inspection risk of hazard job in company. Including coordinate with concerning section to recognized and performing under Thailand safety legal’s requirement and other standard.
• Inspection, checking and maintain chemical’s management in company. And submit the report to concerning government follow up the legal’s requirement.
• Inspection and checking the condition of chemical’s storage area, including to coordinate section to solve the problem due to occur the problem about chemical usage or chemical handling in the factory.
• Coordinate with the local government, community, parent company about safety’s issue, emergency exercise and concerning topics.
• Implement and maintain the practical of employees and related section following to SOP/WI of safety management program.
• Lead to establish and maintain Safety Standard ( ISO45001, PSM) when the company kick off the program.
• Support activity of HSE department.
• Create and set up safety PR program or update related information in company to induce safety awareness of employees, sub-contractor and concerning section.
• Planning and implement the CSR activity of IEAT-Maptaphut, WHA and PR club of Maptaphut area. For make good relationship between company and the community/ local government in Rayong province.

Qualifications

Education :

• Master degree (C./Ms.E.) or Bachelor’s (B.Sc.) degree in Safety, Occupational Health and Environment science or related subject.
• Have the “Safety Officer at the Professional level” and “Safety Officer at the management level” certificate from the institution registered and recognized by the concerned authority.
• Have the “Environmental Manager” and “Environment Pollution Control” correctly license by laws of DIW.
• Successfully passed the assessment thereof “Risks and Dangers of Chemical Products” from NSTDA.

Experience

• Work experience 5-7 years up for Safety Manager/ HSE Management level.
• Satisfyingly 10 years experienced in safety, occupational and environment or related work field.
• Have work experience at least 5 years in chemicals or petrochemicals factory and piping system.
• Have experience for Environment System Control (Air Emission/Water Pollution/ Industrial Waste) at least 3-5 years.
• Satisfyingly experienced for Hazard identification and Risk assessment program.
• Satisfyingly experienced for Environmental aspect identification and Environmental management plan (EMP)
• Satisfyingly knowledge of IEE/EIA process.
• Satisfyingly knowledge of hazardous substance’s control and chemical management.
• Have work experience for establishment and maintain all of ISO 9001, ISO 14001, ISO 45001 and TIS/OHSAS 18001 system and PSM system.
• Knowledge of Internal Auditor all of ISO 9001, ISO 14001, ISO 45001 and TIS/OHSAS 18001 system and PSM system.
• Have work experience for safety training employee and sub-contractor.
• Have work experience to control risk job (hot work, confined space entry, crane, high workplace) and related hazard performing of employee and sub-contractor, including to good knowledge about work permit system control.
• Have knowledge of hazardous substance’s control and chemicals management.
• Have knowledge about fire prevention system, fire prevention equipment and safety equipment. (PPE)

Competencies/Required skills 

• Knowledge of IEE/EIA process, ISO 9001, ISO 14001, ISO 45001 and TIS/OHSAS 18001 system and PSM system.
• Knowledge in engineer design, piping system, P&ID and risk & dangers of the chemical’s Product.
• Rapidly educable in concerning subject of HSE job function and production process.
• Strong leadership, high competence for negotiate & motivate person’s mind, positive thinking and good relationship.
• Good for communication both of Thai and English language.
